
Ukrainska Pravda doubts that the arrest warrant may have any sensible impression on Putin’s freedom to journey:
“Firstly, Putin hasn’t travelled overseas for a very long time besides to go to his closest allies. … Secondly, the 123 states are a big majority, however not all of the states on the earth. Virtually all states in Asia and North Africa, for instance, don’t recognise the jurisdiction of the ICC. … And the US just isn’t a celebration to it both, so Putin might fly there if needed with out the specter of being arrested on the idea of a warrant from The Hague.”
